Market roles (BRP, BSP, CSP)
A BRP is financially responsible for imbalance. A BSP provides balancing services. CSP is a Dutch role for congestion services. Contracts, qualification and responsibilities vary by country, system operator and market product.

BRP (Balance Responsible Party) is responsible for balancing production and consumption on a programme basis.
BSP (Balancing Service Provider) delivers balancing capacity to TenneT.
CSP (Congestion Service Provider) offers flexibility for congestion management. These roles are essential for a well-functioning energy market.
What exactly does a BRP do? A BRP submits daily E-programmes to TenneT in which production and consumption are forecast. Deviations are settled via imbalance. Every producer or large consumer is connected to the system via a BRP. The role requires financial security and IT infrastructure.
What are the responsibilities of a BSP? A BSP delivers contracted capacity for balancing services such as FCR, aFRR or mFRR. This requires availability, accurate metering data, real-time communication and compliance with activation requests from TenneT. A BSP must be certified.
What is the role of a CSP in congestion management? A CSP organises and offers flexibility to TenneT or regional grid operators when there is congestion. This can be via curtailment, battery control or load shifting. The CSP coordinates with participating parties and offers these services via auctions.
Can one organisation fulfil multiple market roles? Yes. A party can be both BRP and BSP, for example. Or combine CSP with BSP via one energy platform. This requires clear alignment of responsibilities, IT systems and agreements with TenneT.
How do I obtain recognition as BRP, BSP or CSP? You must meet technical, administrative and financial requirements. Think of metering infrastructure, communication protocols, solvency proofs and test procedures. TenneT assesses this through a formal admission procedure. Recognition applies per market role.
What are the benefits of collaborating with an existing BRP/BSP/CSP? You do not have to invest yourself in certification, infrastructure and processes. This lowers the entry barrier and speeds up market participation. The downside is dependency and sometimes a lower margin. Especially interesting for smaller parties or projects in the start-up phase.
How are responsibilities divided in collaboration? The external party (BRP, BSP or CSP) remains responsible towards TenneT. The participating party signs a contract in which responsibilities, revenue sharing and operational agreements are laid down. Ensure transparency and clear SLAs.
How do I choose a suitable market partner? Look at track record, technology, transparency, remuneration structure, scalability and contract duration. Request references and compare propositions. Choose a party that fits your flexibility type, risk profile and growth strategy.
What are trends in market roles and what opportunities arise? There is a strong rise of independent aggregators and platforms combining multiple roles. Digitalisation makes it possible to switch quickly between markets. Flexible parties have opportunities to participate in more markets and services via smart partners.
